dc.description.abstractΗ διδακτορική διατριβή μελετά το μισθολογικό χάσμα μεταξύ εργαζομένων του δημόσιου και του ιδιωτικού τομέα, χρησιμοποιώντας συγκρίσιμα δεδομένα για ένα μεγάλο αριθμό ατόμων και Ευρωπαϊκών χωρών (Έρευνα Εισοδημάτων και Συνθηκών Διαβίωσης της Ευρωπαϊκής Ένωσης- EUSILC). Στο πρώτο μέρος της διατριβής, εξετάζεται το χάσμα δημόσιου-ιδιωτικού τομέα για το 2007, που είναι η τελευταία χρονιά πριν την πρόσφατη οικονομική κρίση, με διαφορετικές μεθοδολογίες και για διάφορες υποκατηγορίες υπαλλήλων (π.χ. με βάση την ηλικία, το επίπεδο εκπαίδευσης τους κ.ά.). Το κύριο μέρος της ανάλυσης βασίζεται στη μεθοδολογία που πρότειναν οι Oaxaca και Ransom (1994), με την οποία το χάσμα χωρίζεται σε δύο μέρη: (ι) αυτό που εξηγείται με τις διαφορές στα χαρακτηριστικά των ατόμων στους δυο τομείς ή των θέσεων εργασίας τους και (ιι) σε ένα “ανεξήγητο” κομμάτι που οφείλεται σε άγνωστους παράγοντες. Ανάμεσα στις χώρες με το υψηλότερο “ανεξήγητο” χάσμα κατά το 2007 είναι το Λουξεμβούργο, η Ελλάδα, η Κύπρος, η Ουγγαρία και η Πορτογαλία, ενώ στη Νορβηγία, το Βέλγιο, τη Γερμανία, τη Σλοβενία και την Αυστρία το χάσμα είναι πολύ μικρό ή ακόμη και αρνητικό. Με βάση την ανάλυση σε υποκατηγορίες, παρατηρείται γενικά υψηλότερο χάσμα στην μεγαλύτερη ηλικιακή ομάδα υπαλλήλων και στους υπαλλήλους χωρίς πανεπιστημιακή εκπαίδευση. Επιπρόσθετα, η ανάλυση του χάσματος κατά μήκος της κατανομής των μισθών στους δυο τομείς, δείχνει ότι, για τις περισσότερες χώρες, το χάσμα είναι μικρότερο στα υψηλότερα επίπεδα μισθών. Στο δεύτερο μέρος της ανάλυσης, βρέθηκε ότι το εκτιμημένο “ανεξήγητο” μισθολογικό χάσμα για το 2007, σχετίζεται με διάφορα θεσμικά χαρακτηριστικά των χωρών, όπως η σχετική συμμετοχή των υπαλλήλων των δυο τομέων σε συνδικαλιστικές οργανώσεις, ο βαθμός συντονισμού στις μισθολογικές διαπραγματεύσεις, οι διαδικασίες που σχετίζονται με τον καθορισμό των κατώτατων μισθών, καθώς επίσης και με δείκτες που σχετίζονται με την κακή διακυβέρνηση ή την ύπαρξη διαφθοράς. Τέλος, η διάσπαση του μισθολογικού χάσματος τόσο στο μέσο μισθό, όσο και κατά μήκος της κατανομής των μισθών, επαναλαμβάνεται για έξι επιπρόσθετα χρόνια με σκοπό να διερευνηθεί η εξέλιξη του χάσματος με την πάροδο του χρόνου και η επίδραση των μέτρων λιτότητας, που υιοθετήθηκαν στους δημόσιους τομείς, κατά τη διάρκεια της πρόσφατης οικονομικής κρίσης στην Ευρώπη. Στις περισσότερες χώρες παρατηρείται αρνητική τάση στο χάσμα κατά την περίοδο 2007-2013, η οποία καθοδηγείται κυρίως από μειώσεις του “ανεξήγητου” μισθολογικό χάσματος. Χρησιμοποιώντας στοιχεία για τις αποκοπές και τις παγιοποιήσεις μισθών στην Ευρώπη, βρίσκουμε ότι οι αποκοπές έχουν αρνητική επίδραση στο μισθολογικό χάσμα δημόσιου-ιδιωτικού τομέα, παρά τις ταυτόχρονες μειώσεις μισθών στο ιδιωτικό τομέα. Αυτό υποδηλώνει ότι η πρόσφατη κρίση ήταν ένα μέσο για να προσπεραστούν οι παραδοσιακές διαδικασίες καθορισμού των μισθών και να προσαρμοστούν οι μισθοί του δημοσίου προς τα κάτω. Αυτό ισχύει ιδιαίτερα στις χώρες που κατέφυγαν σε οικονομική βοήθεια από την ΕΕ, και οι οποίες είχαν μεγάλα μισθολογικά χάσματα το 2007. Τέλος, στις χώρες όπου τα μέτρα λιτότητας επικεντρώθηκαν στους υψηλόμισθους, οι μισθολογικές διαφορές μεταξύ του δημόσιου και ιδιωτικού τομέα μειώθηκαν ιδιαίτερα στους υψηλόμισθους δημόσιους υπαλλήλους, ενώ το μισθολογικό χάσμα μεταξύ των χαμηλόμισθων σε κάποιες χώρες αυξήθηκε.el
dc.description.abstractThis thesis explores the wage gap between individuals employed in the public and in the private sector, using comparable data from EUSILC dataset for a large number of European countries. The first part of the thesis, examines the pay-gap under different methodologies and for different sub-groups of employees (e.g. by age, education level, gender and occupation type), for the pre-crisis year of 2007. Most of the analysis is based on Oaxaca and Ransom (1994) decompositions, where the gap is decomposed into (i) a part that can be explained by differences in individual and job characteristics in the two sectors and (ii) an unexplained part, which is due to unobserved factors. Among the countries with the highest unexplained gaps in 2007 are Luxemburg, Cyprus, Greece, Hungary and Portugal, while in Norway, Belgium, Germany, Slovenia and Austria the gap is very small, or even negative. The main findings from the subgroup analysis indicate that higher gaps are generally observed among the older aged and the non-tertiary educated employees. In addition, quantile analysis is also examined, and indicates that the gap is lower at the higher quantiles for most countries. In the second part, the estimated unexplained public-private pay gap for 2007 is found to be related to various institutional country characteristics, such as the relative union density among the two sectors, the degree of coordination in the wage bargaining, the procedures associated with minimum wage setting and indicators related to good governance or lower corruption. Lastly, decompositions at the mean and at different quantiles are repeated for six more years, in order to investigate the evolution of the gap over time and the impact of the various austerity measures, adopted in public sectors during the recent financial crisis. A negative trend in the wage gap is observed for the period 2007-2013 in most countries, which is highly driven by reductions in the unexplained component of the gap. Using data on wage cuts and wage freezes in Europe, we find a significant negative impact of the pay cuts on the public-private pay gap, despite simultaneous reductions in wages that may have occurred in the private sector. This indicates that the recent financial crisis was a means to disregard the traditional wage setting procedures and adjust the public sector wages downwards. This was particularly true for the countries under EU financial assistance, which were also high gap countries in 2007. Finally, in countries where the measures targeted the highly paid, the public-private pay gap diminished particularly for the highly paid public sector employees, while the pay-gap for the low wage-earners increased in some countries.en
