Rapiddevelopments in information technology in 21st century have influences over the fieldof education as well and this has brought the need towards the use of technology for educational purposes. Today, the mobile phones have a more significant role than computers in our daily life.The “Moblang” is a mobile language learning programme which can be used offlineanytime and anywhere and it has been developed especially for learning Turkish as a foreign language.The purpose of the programme is to help daily conversation in basic Turkish. Through the Moblang,the learners have the opportunity to get the knowledge whenever they need by saving time and learn aTurkish as a foreign language in a natural environment independent from the classroom and teacher. 21. yy’da bilişim teknolojisinde yaşanan hızlı gelişmeler, eğitim alanında da kendini göstermişve teknolojinin eğitim amaçlı kullanılması yönünde ihtiyaçlar doğurmuştur. Günümüzde bilgisa yardan daha önemli yer kaplamaya başlayan cep telefonları eğitimin bir parçası haline gelmiştir.Cep telefonuyla aracılığıyla zamandan ve mekândan bağımsız olarak kullanılabilen veTürkçenin yabancı dil olarak öğrenimi için geliştirilen “Moblang” programı temel Türkçe seviyesinde daha çok gündelik iletişime katkı sağlamayı hedefleyen mobil bir uygulamadır. Bu uygulamasayesinde, bilgiye çevirim dışı ihtiyaç olduğu anda erişebilme, zamandan tasarruf ederek sınıf ortamıve öğretmenden bağımsız olarak doğal ortamda yabancı dil olarak Türkçeyi öğrenme imkânısağlamaktadır.
